What is a Vehicle Registration Certificate (RC Book)?
A Vehicle Registration Certificate (commonly referred to as an RC Book or Smart Card RC) is the official statutory identity document issued by the Regional Transport Office (RTO) under the Ministry of Road Transport and Highways (MoRTH), Government of India. It legally certifies that a motor vehicle has been inspected, approved, and recorded in the national vehicle registry under Section 41 of the Motor Vehicles Act 1988.
The certificate contains permanent engineering and ownership parameters including the registered owner's legal name, residential address, motor vehicle registration number (VRN), complete chassis serial number, engine number, fuel classification, seating capacity, unladen weight, emission norms (BS-VI), and hypothecation lien status. If your original smart card is lost or destroyed, you can also file for a Duplicate RC Certificate (Form 26) or complete a Vehicle Ownership Transfer if you are selling your vehicle.

Method 1: Parivahan Sewa Vahan Citizen Portal (Official PDF)
- Visit the official portal at
vahan.parivahan.gov.in. - Select your registered State and jurisdictional RTO office from the dropdown menu.
- In the top menu, click on "Download Document" → "RC Print (Form 23)".
- Enter your Vehicle Registration Number and full 17-digit Chassis Number.
- Authenticate the transaction using the OTP sent to your registered mobile number.
- The verified Form 23 Certificate of Registration will render in PDF format ready to print or save.
Method 2: DigiLocker App / Web Portal (Legally Equivalent Under IT Act)
- Log in to
digilocker.gov.inor the mobile application using your Aadhaar number. - Search for "Ministry of Road Transport and Highways" in the Issued Documents category.
- Select "Registration of Vehicles".
- Enter your registration number and chassis number (last 5 digits).
- DigiLocker connects directly to the Vahan API and downloads an electronically signed digital document with a verifiable QR code.
Method 3: mParivahan Smartphone App (Virtual RC with QR Code)
Install the official NextGen mParivahan app from the Google Play Store or Apple App Store. Enter your registration number, chassis number, and engine number under "Create Virtual RC". The app caches a cryptographically signed electronic certificate containing a dynamic QR code that works offline without active internet.

Legal Status: Rule 139 of CMVR & Traffic Police Rules
Section 139 of the Central Motor Vehicles Rules 1989 explicitly authorizes drivers to produce vehicle registration certificates, driving licences, pollution certificates, and insurance records in electronic form through government-designated platforms. Official Police Advisory Notice
