Under Section 50 of the Motor Vehicles Act 1988, legal transfer of vehicle ownership must be reported to the registering authority within 14 days if the buyer resides in the same RTO jurisdiction, or within 45 days if residing in another jurisdiction.
The Parivahan Sewa portal provides an end-to-end digital workflow for filing transfer applications, calculating state fees, and generating statutory CMVR forms.
Keep the following signed documents scanned in PDF format (under 200KB each):
• Form 29: Notice of transfer of ownership of motor vehicle (signed by seller)
• Form 30: Application for intimation and transfer of ownership (signed by buyer & seller)
• Original Registration Certificate (RC Book or Smart Card)
• Valid Vehicle Insurance Certificate
• Valid Pollution Under Control Certificate (PUCC)
• Buyer Address Proof (Aadhaar Card, Passport, Voter ID, or Utility Bill)
• Form 35 & Bank Financier NOC (mandatory if vehicle was under a loan)
Follow these steps on parivahan.gov.in:
Go to parivahan.gov.in, choose your state, and enter your vehicle registration number.
Choose "Apply for Transfer of Ownership" from the online citizen services menu.
Enter the last 5 digits of the Chassis number and verify with an OTP sent to the seller's registered mobile.
Enter the new owner's full legal name, father/husband name, residential address, mobile number, purchase price, and date of transfer.
Proceed to the multi-bank payment gateway and pay the prescribed fee using NetBanking, UPI, or Debit/Credit Card.
Upload signed copies of Form 29, Form 30, buyer address proof, and print the generated fee receipt containing your application number.
Depending on your state transport department:
• Aadhaar Faceless States (e.g., Delhi, Maharashtra, Karnataka, Uttar Pradesh): If both buyer and seller complete biometric/Aadhaar OTP e-sign, no physical visit to the RTO is needed. The new Smart Card RC is mailed directly to the buyer.
• Non-Faceless States: The buyer must bundle the original RC, printed fee receipt, and signed Forms 29 & 30 into a file folder and submit it at the RTO submission counter or book an appointment slot.
